First-time buyers and low to moderate income families have several choices when looking into Livermore’s Homeownership Opportunities

Per the City of Livermore’s => Community Development Department:

If you are interested in an opportunity to purchase one of these homes or any that may become available, you MUST submit an application. These are on a first-come first-serve basis.

Neighborhood Stabilization Program

The Neighborhood Stabilization Program (NSP) powered by $7 million from the federal Housing and Economic Recovery Act of 2008, provides targeted emergency assistance to state and local governments to acquire and redevelop foreclosed residential properties that might otherwise become sources of abandonment and blight within our communities.

The City of Livermore , along with the City of Berkeley , Fremont , San Leandro and Union City , has been allocated $2,230,495 in NSP funds through the State of California to purchase and completely renovate foreclosed properties in selected areas. The Cities have partnered with Hallmark Community Solutions to facilitate the purchase and renovations. These homes, once renovated will then be sold to income eligible, first-time homebuyers.

Inclusionary Housing Program

The City [of Livermore ] has had and Inclusionary Housing Program (IHP) since 1980 and was codified by ordinance in 2000. The Program is available to low and moderate-income first time homebuyers with preferences given to households who live and work in Livermore, emergency responders, credentialed Livermore School District teachers, city employees and households living in rent-restricted housing.
